The friars of St' Paul's Bay community, observing the development of their parish, felt the need to built a new Church where, especially in the summer, a considerable number of people were seeking residence.

The church was opened in 1965 by the Conventual Franciscans  to meet the spiritual needs of the people residing at Bugibba. This church became too small for the needs of the population and Franciscans built a new church at Qawra.

Bugibba is half way from St. Paul's Bay to Qawra. As the construction area continued to grow and develop, it expanded towards Qawra, and the Church at Bugibba became small.
The Bugibba-Qawra area developed in an important tourist resort. So different kind of guidance from that offered at the time from St. Paul's Bay was necessary. In 1976 the Qawra project begun to be discussed and eventually approved by the friars of the community of St Paul's Bay and by the Provincial Chapter dated 23rd February 1976. The project was entrusted to the Econom of the Provincial. 
On the 29th August 1993 the foundation stone of the new church dedicated to St. Francis of Assisi was blessed. The church built by the Franciscan Conventuals, on the plans of the architect Richard England is large enough to hold 900 persons together with another 400 persons in the gallery. In Bugibba-Qawra today there are over 1200 families, besides the large number of people who go to live there during the summer. The church was opened in 1997 and remains open also during the winter months.
The friars are renowned for their life and service. They are sought for preaching from various parishes. Several friars render service to the Neo-cathecumenal group.
Bugibba-Qawra is a locality where there are plenty of hotels, therefore many tourists visit the area.
